CNCCC International Tendering Co., Ltd. , a wholly-owned subsidiary of China National Offshore Oil Corporation (CNOOC), (hereinafter referred to as “the Procurement Agency ”), entrusted by Offshore Oil Engineering Co., Ltd. (hereinafter referred to as “ Procuring Entity(Company/Purchaser /Buyer ) ”), intends to organize an International Competitive Bidding for the purchase of the Goods and the relevant services required under the project of COOEC-Engineering  Company-DF*-* Gas Field Ccus For Enhance Gas Recovery . *. 对投 标人的资格和业绩要求

Requirements for Qualification s and t he Past Performance of the Bidder:

（ *）资格要求 Eligibility Requirements ★

A. ★ 如果投标******，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合*的营业执照，投标时需提供原件扫描件（原件备查）；

If the B idder is a company registered within the territory of China, it shall possess a legally valid B usiness L icense of an enterprise legal person, T ax R egistration C ertificate, and O rganizational C ode C ertificate, or a unified business license combining these certificates. When submitting the bid, the B idder shall provide a scanned copy of the original document (with the originals kept available for verification).

If the B idder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.

If the B idder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents ( with the originals kept available for verification ).

The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser) , while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids .

The B idder shall be the manufacturer of the G oods being offered . Any b id by an a gent is not accepted.

（ *） 业绩要求 Requirement for Bidder's P ast Performance ★ :

S ubject to the contract signing date , the bidder shall have at least one set evidencing its supply performance records of submerged Seawater Lift Pump products f rom January *, ** ** to the bid c lose date,and the manufacturer of such supplied products must be the same manufacturer of the products to be offered in this bid, . mee ting the Rated Flow ≥ ****m * /h and head ≥ **m , The working medium is seawater technical requirements.If the above technical requirements are not reflected in the contract or the arrival acceptance documents, the Bidder shall provide other relevant documents such as contract-related technical documents or certificates to demonstrate the above technical requirements.

投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括： *）合同 ； *）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其 它 可以证明合同项下货物已经到货验收的有效证明材料）。

The bidder shall submit the P erformance F orm in the specified format and provide the relevant performance certification documents.The performance certification documents include: *) C ontract s ; *) Goods a rrival a cceptance signed or s tamped by the c lient ( i.e. A rrival A cceptance F orm, or , C ommissioning A cceptance R eport, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).

投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称 （潜没式海水提升泵）、流量不小于 ****m*/h、扬程不小于**米、介质为海水的技术要求， 用户签字或盖章的到货验收材料。

The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract sign ature page ( China domestic trade contracts shall be s tamped by t he buyer and the seller , while international trade contracts shall be signed or s tamped by t he buyer and the seller ); the name of the goods is s ubmersible s eawater l ift p ump ; the Rated Flow ≥ ****m * /h and head ≥ **m , The working medium is seawater technical requirements; and the goods arrival acceptance signed or stamped by the c lient .

若业绩合同为 无固定总价 协议，除提供协议外，还应提供相应的 订单 及与订单对应的到货验收材料 ，订单内容或编号应与协议相关联。同*个协议下 ， 提供 *个或以上的订单及与订单对应的到货验收材料 ， 均 算 为 *个业绩。

If the performance contract is an agreement without a fixed lump-sum price , in addition to submitting the agreement itself, the bidder shall also provide the corresponding purchase orders and the delivery acceptance documents matching such orders. The content or number of each purchase order shall be correlated with the agreement. Under one single agreement, submission of one or more purchase orders together with their respective delivery acceptance documents shall be counted as one (*) performance record .

未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均 被 视为无效业绩。

Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided , shall be deemed as invalid performance.
