为实施缅甸皎漂特别经济区深水港项目补充初步勘察工作,中信登录解锁(招标人)现开展项目*个标包(标包*:补充初步勘察实施服务;标包*:补充初步勘察技术顾问服务)公开招标。建设资金来自企业自筹。北京登录解锁(招标代理机构)受招标人委托负责本项目的招标事宜。
*. 项目概况与招标范围
*.* 标包名称:缅甸皎漂特别经济区深水港项目补充初步勘察实施服务项目
*.* 建设地点:缅甸若开邦西海岸皎漂县皎漂特别经济区
*.* 工程规模:项目建设内容包括马德岛和延白岛两个港区共计**个泊位,还包含*个泊位岸线长度***m服务泊位以及连接工业园和港口的**km道路和桥梁。项目现有方案岸线总长度****m,其中马德岛港区岸线长度****m(包含*期的***m多功能泊位和*、*期****m集装箱泊位),泊位数量*个;延白岛港区岸线长度****m,泊位数量*个;项目总占地面积*******建成后年通过能力达到****标准集装箱和****吨散杂货或升级为****标准集装箱的纯集装箱码头。
*.* 最高投标限价:*****元/人民币。
*.* 招标范围:****年完成的皎漂深水港项目现场初步勘察成果显示,当前港址区域存在诸多不利因素。基于初步勘察成果,本项目已于****年开展了港址优化方案征集和评审活动,评审出*个港址优化方案。为确定更加科学合理的港址位置和空间布局,将皎漂深水港项目建设成为更加环保、经济、高效的港口项目,现拟基于*个港址优化方案开展补充初步勘察及相关研究工作,通过开展补充地质勘察、水域*域测量、波浪数模分析、潮流泥沙数模分析等需开展的调查研究工作,优化港址位置及总平面布局,在此基础上提出项目总体规划方案并编制港址优化报告。
*.* 其他:根据缅甸皎漂特别经济区深水港项目补充初步勘察实施服务的目的与要求,需在皎漂地区现场开展的工作以该等区域安全形势好转并具备实际作业条件为前提。
*. 投标人资格要求
*.* 投标人应具备承担本招标项目资质条件、能力和信誉:
*.*.* 独立法人要求******于有效存续期内,具有独立订立合同的能力并提供有效的营业执照。(注:境外投标人须提供按照所在国法律的规定成立、登记和运作******注册证书(Certificate of Incorporation)、商业登记报告/证书(Business Registration Report)、纳税人登记证书(Taxpayer Registration Certificate)等有效文件。
*.*.* 资质要求:①工程勘察综合甲级资质或工程勘察专业类甲级(岩土工程和工程测量)资质;②工程设计综******业专业甲级设计资质。(注:境外投标人须提供其具备同类有效资质证书的证明文件)
*.*.* 财务要求:投标应提供第*方审计机构出具的近*年(****年度至****年度)的财务审计报告,且每年的净资产(按总资产与总负债之差计算)均应为正值。(如投标人为新注册的,提供成立至今的月或季度财务状况报告;如果投标人所在国不要求经审计的财务报表,提供招标人可接受的其它财务报表,以反映投标人现在财务状况的稳定性及其长期的盈利性。)

*.*.* 项目技术负责人要求:①具备高级及以上职称;②具备国家注册土木工程师(岩土)执业资格证书或国家注册土木工程师(港口与航道工程)执业资格证书(针对①和②项要求,境外投标人须提供其具备同等级别有效资质证书证明文件);③近*年内(自****年*月*日(含)以来),以项目经理/项目技术负责人身份担任过沿海***吨级及以上码头的勘察、规划、可研或设计任务。(须提供与建设单位签订的服务合同,时间以合同签订时间为准,金额、服务内容均以合同上载明的信息为准。提供的证明材料必须能反映出相关数据和内容,否则*律视为未提供。同*项目不同阶段工作,其业绩仅计算*次。资审业绩与评分业绩不可兼得。)
*.*.* 其他人员要求:①勘察负责人:具备高级及以上职称;具备国家注册土木工程师(岩土)执业资格证书。②规划设计负责人:具备高级及以上职称;具备国家注册土木工程师(港口与航道工程)执业资格证书。(注:境外投标人项目人员须提供其具备同等级别有效资质证书的证明文件)
*.*.* 其他要求:有下列情形的投标人不可以参加投标:①未领购招标文件的投标人;②根据法律或官方规定,投标人所在国/地区禁止与项目所在国具有商业关系;③遵守联合国安理会根据联合国宪章第*章做出的决定禁止从该国进口任何货物、承******任何付款给该国家的任何地方、个人或实体;④投标人和/或其董事、高级管理人员、股东代表、实际控制人,以及在投标人拥有利益的投资人,被联合国、中国、美国、欧盟、英国和/或全球其他适格监管机构列入任何制裁或管制清单,但不会因此导致招标人产生涉制裁风险和******的除外(如属除外情形,应在投标文件中的“投标承诺书”(见招标文件第*章)做出说明和承诺);⑤采购活动开展前*年内存在重大违法******为历史记录的;⑥被信用中国标记为失信惩戒对象******或中信缅甸供应商黑名单;不接******************采购管理平台注册服务协议的。
*.* 本项目 接受 联合体投标,联合体投标要求:①联合体组成主体不得超过*家,各方不得再以自己名义单独或参加其他联合体在同*标段中投标;②联合体双方必须指定牵头人,授权其代表联合体负责投标阶段的主办、协调工作和代表联合体谈判、签约,并应当向招标人提交由联合体双方法定代表人各自签署的授权书;③联合体双方应按招标文件的要求签署联合体协议书,并将该签署的联合体协议书作******分予以提交;④联合体各方应当具备与联合体协议约定分工相适应的资质和能力;联合体中标后,各方应就中标项目向招标人承担连带责任;⑤招标人要求投标人提交投标保证金或履约担保的,应当由联合体牵头人以联合体双方或者联合体牵头人的名义提交;以联合体牵头人名义提交的投标保证金或履约担保,对联合体双方均具有约束力。

Tendering Announcement on Implementation Services for Further PGTS Works of Kyauk Phyu Special Economic Zone Deep Sea Port Project
*. Tendering conditions
In order to implement the Further Preliminary Geotechnical & Topographic Survey(the “Further PGTS”) works for the Kyauk Phyu Special Economic Zone Deep Sea Port Project (the “Project”), CITIC Consortium Myanmar Port Investment Limited (the “Client”) is hereby inviting public bids for two bid packages of the Project (bid package *: Implementation Services for Further PGTS Works; bid package *: Technical Consultant Services for Further PGTS Works). Project funding will be self-financed by the Client. Beijing China-Union Construction Project Management Co.,Itd. has been entrusted by the Client to conduct the tendering process for this bid package.
*. Project overview and tendering scope
*.* Bid package name: Implementation Services for Further PGTS Works of Kyauk Phyu Special Economic Zone Deep Sea Port Project
*.* Project location: Kyauk Phyu Special Economic Zone, Kyauk Phyu District, Rakhine State, on the west coast of Myanmar..
*.* Project description: The current port site location was designated by the Kyauk Phyu Special Economic Zone Management Committee in the **** project tender documents. According to the current conceptual plan, the Project comprises two terminals, Made Island Terminal and Yanbye Island Terminal, totaling ** berths. It also includes one service berth with a quay length of ***m, and **km of connecting roads and bridge to the industrial park. The total quay length is ****m, with Made Island Terminal having a quay length of ****m and * berths (including the Phase I ***m multi-purpose berth and Phase II/III ****m container berths), and Yanbye Island Terminal having a quay length of ****m and * berths. The total project land area is *** hectares. Upon full completion, the annual design capacity will reach *.* million TEUs and *.* million tons of bulk and general cargo, or it can be upgraded to a container terminal with a design capacity of *.** million TEUs.
*.* Maximum bid limit price: RMB ** million.
*.* Tendering scope: The Preliminary Geotechnical & Topographic Survey (the “PGTS”) results of the Project completed in **** indicate numerous unfavorable factors in the current port site area. Based on the preliminary survey findings, in ****, a proposal collection activity for port site optimization was conducted and * optimization proposals were selected. To determine a more scientifically sound and rational port location and spatial layout, and to develop the Project into a more environmentally friendly, economical, and efficient port Project, Further PGTS and related research will now be conducted based on the five optimization plans. These will include further geotechnical investigations, hydrographic and topographic surveys, wave numerical modelling and analysis, tidal current and sediment numerical modelling and analysis etc., essential investigation and studies. The objective is to optimize the port location and general layout, propose an overall project plan, and compile a port site optimization report.
*.* Others: According to the objectives and requirements of the Further PGTS Works for the Project, on-site work will commence only when the safety situation in the Kyauk Phyu region has improved and practical operational conditions are met.
*. Qualification requirements of bidders
*.* The bidder shall have the qualification conditions, capability and reputation to undertake this bid package:
*.*.* Requirements for the independent legal entity: The bidder is legally established, in valid existence, and has the capacity to independently execute contracts and shall provide a valid business license. (Note: Overseas bidders must provide valid registration documents for establishment, registration and operation in accordance with the laws of their home country, including the Certificate of Incorporation, the Business Registration Report/Certificate, the Taxpayer Registration Certificate, and other valid documents.
*.*.* Qualification requirements: ① Hold a Grade A comprehensive qualification for engineering investigation, or a Grade A professional qualification for engineering investigation (geotechnical engineering and engineering surveying). ② Hold a Grade A comprehensive qualification for engineering design, or a Grade A qualification for design in the water transport industry. (Note: Overseas bidders must provide proof of holding equivalent valid qualification certificates).
*.*.* Financial requirements: The bidder shall provide financial audit reports for the last three fiscal years (****-****) issued by an independent third-party auditing institution. Net assets (calculated as total assets minus total liabilities) must be positive for each year. (If the bidder is newly registered, financial status reports on a monthly or quarterly basis since establishment shall be provided. If auditing of financial statements is not required under the laws of the bidder’s home country, alternative financial statements acceptable to the Client may be submitted to demonstrate the bidder’s current financial stability and long-term profitability.)
*.*.* Requirements on performance: The bidder, either independently or as part of a consortium, shall have undertaken the site investigation, planning, feasibility study, or design tasks for a coastal terminal project of ***,*** tonners or above in the past * years since January *, **** (inclusive). (Service contracts signed with the employer must be provided. The contract signing date shall prevail, and the amount and scope of services shall be subject to the information explicitly stated in the contract. Supporting documents provided must clearly reflect relevant data and content; otherwise, they will all be deemed not provided. Work performed at different stages of the same project shall only be counted once. Performance records used for qualification review shall not be double-counted as scoring performance.)
*.*.* Project technical lead requirements: ① Hold a senior professional title or above. ② Hold the practicing qualification as a National Registered Civil (Geotechnical) Engineer or National Registered Civil (Port and Waterway Engineering) Engineer (overseas bidders must provide proof of holding equivalent valid qualification certificates for Items ① and ②); ③ Have served as the project manager or project technical lead, for investigation, planning, feasibility study, or design tasks of a coastal terminal of ***,*** tonners or above in the past * years since January *, ****(inclusive). (Service contracts signed with the employer must be provided. The contract signing date shall prevail, and the amount and scope of services shall be subject to the information explicitly stated in the contract. Supporting documents must clearly reflect relevant data and content; otherwise, they will be deemed not provided. Work performed at different stages of the same project shall only be counted once. Performance records used for qualification review shall not be double-counted as scoring performance.)
*.*.* Other personnel requirements: ① Investigation principal: Hold a senior professional title or above; Hold the practicing qualification as a National Registered Civil (Geotechnical) Engineer. ② Planning and design principal: Hold a senior professional title or above; Hold the practicing qualification as a National Registered Civil (Port and Waterway Engineering) Engineer. (Note: Overseas bidders must provide proof of holding equivalent valid qualification certificates for the project personnel).
*.*.* Other requirements: The bidder shall not be eligible to participate under the following circumstances: ① The bidder who has not purchased and obtained the tendering documents; ② The bidder from countries/regions where, under applicable laws or official regulations, commercial relations with the project host country are prohibited; ③ The bidder from countries subject to United Nations Security Council resolutions adopted under Chapter * of the UN Charter, which prohibit the import of goods, contracting of works or services, or making payments to any territory, person, or entity of such country;④The bidder, its directors, senior management, shareholder representatives, ultimate beneficial owners, as well as investors with an interest in the bidder, are listed on any sanctions or restricted party lists maintained by the United Nations, China, the United States, the European Union, the United Kingdom, and/or other competent global regulatory authorities, except where such listing will neither cause the Client to incur sanctions-related risks nor affect the performance of the contract for this project (if it falls under such excluded circumstance, the bidder shall provide an explanation and commitment in the "Bid Commitment" (see Chapter *)); ⑤ The bidder has a history of major violations of laws or non-compliant business practices within the three years preceding the procurement activity. ⑥The bidder has been marked as a discredited and punished entity by Credit China; ⑦The bidder has been included in the suppliers blacklist of CITIC Group or CITIC Myanmar; or the bidder refuses to accept and sign the Supplier Code of Conduct of CITIC Group Corporation. or the registration service agreement for the CITIC Group Procurement Management Platform.
*.* This bid package accepts consortium bids. Requirements for consortium bids are as follows: ① The consortium shall consist of no more than * entities, and no party shall bid individually in its own name or participate in another consortium for bidding on the same bid section; ② The two parties to the consortium must designate a leader, authorized to represent the consortium in undertaking the main tasks of organizing and coordinating during the bidding phase, as well as negotiating and signing contracts on behalf of the consortium, and shall submit a power of attorney signed by the legal representatives of both consortium parties to the Client; ③ The two parties to the consortium shall sign a consortium agreement in accordance with the requirements of the tendering documents and submit the signed consortium agreement as part of the bidding documents; ④ Each party to the consortium shall possess the qualifications and capabilities corresponding to the division of labor agreed in the consortium agreement; after the consortium wins the bid, all parties shall assume joint and several liability to the Client for the bid-winning project; technical lead ⑤ Where the Client requires the bidder to submit a bid bond or performance guarantee, it shall be submitted by the consortium leader in the name of both consortium parties or the consortium leader; a bid bond or performance guarantee submitted in the name of the consortium leader shall be binding on both parties to the consortium.
